High SAT/ACT, but low gpa?

My friend in school has 3.0 GPA, but he has scored a 2370 on his SAT and at 35 on his ACT. How will colleges perceive that? He wants to an ivy or something close to an ivy. Personally, I have no idea, but I was really intrigued by his situation. He is bit of a slacker. Has good EC, but he thinks that his recommendations will only be average. Does he have a shot?
