3.5 GPA, 1400 SAT. What schools are in my criteria?

Your reading a writing scores are pretty low for any of those schools - you should be shooting for a 500 or more on every subject area. The average SAT for all students in the US is 1700. Since you've presumably achieved a 3.5 without cheating (though a 1400 SAT score will inspire doubt in the minds of some admissions counselors), study and see if you can increase your score, or see if you can get a higher percentile score on the ACT.
